At least we have our priorities straight

Apparently we just spent between $24 and $45 Million dollars on artificial turf for high school football fields in San Jose. This, during a budget year when libraries are closing on Mondays because of lack of funds, there are fewer and fewer after-school programs, and school teachers are buying school supplies with their own money.
Every time I read about something like this it boggles my mind. The story says that the money came from two measures (Measures F and G respectively) passed two years ago. But when I look it up in my handy Ballot Measure Lookup it says the funds were for SCHOOL REPAIR, for plumbing, electrical, heating and ventilation systems, replace portable classrooms, renovate children's restrooms, repair deteriorating roofs, remove asbestos, etc. HOW did installing artificial turf become an acceptable use of these funds?
